Gordon, We got ours at the local County Clerks Office. It costs more to get the book than the card but the passbook works for flights also, and if you ever plan on flying in or out (in emergency)of Canada or Mexico. You will need a passbook.

Check the Post Office. That is where they sell them in WV.

Gordon,  I agree with Marty and Larry.  A passport card will get into Canada and back if you drive or go by boat.  But, they are very limited as to where you can use them. Its worth the extra $ to get the passport book.  Its good for 10 years and you can go just about anywhere with it.  As Marty mentioned, if you ever have to fly out of country, you can't use the card, you need the passport book.  I recently  got my new passport through the post office. It took about 3 weeks to get it.

Gordon, I agree with the rest.  DO NOT GET THE CARD! unless all you plan to do is DRIVE back and forth accross the border to Canada.  Do not take any booze or smokes either :-)  For some un-godly reason the card can not be used at airports. My Brother found out the hard way.  whole family heading for Canada through O'hare.  Everyone had passports but him, he had his card. he did not read the small print on the back. everyone went but him.  He had to fly to buffalo, rent a car, and drive to meet them.  So just get your passport.  and it is expensive and takes a while so plan ahead.  http://travel.state.gov/passport/get/get_4855.html
